There are obvious reasons that justify law enforcement shooting a person, but as is increasingly apparent all such shootings cannot be deemed as justifiable.
For the wealthiest, most powerful, and loudest nation on the planet the U.S. lags behind in education, healthcare, wage equity, and a specific policy dealing with the use of deadly force by the police when compared to other industrialized nations.

It is more than a few rotten apples, it has become systemic when the courts and fellow officers will in any manner abide such behavior.
Respect has to be earned, it cannot be forced, legislated, beaten, tased, or shot into people.
Rather than address the problem for what it is numerous states are drawing up legislation to withhold video captured by dash and body cams used by the police.
Others are seizing cellphones and the like from bystanders that have recorded misconduct – it can only follow that laws will be enacted making recording such misconduct illegal, and thereby as Rand said making criminals of those who have engaged in no criminal activity.
I don’t have the latest figures but in 2012 40,000 new laws were enacted, some probably produced a legitimate benefit – but even for a country that boasts of being a nation of laws doesn’t that seem excessive?
40,000 in one year, if only half of that figure is the norm then since the beginning of the twenty first century three hundred thousand new laws have been enacted, double that if forty thousand is the norm.
